Barbara Gordon and her friend Pamela Isley lead protests against corporations for environmental damage they caused, much to Barbara's father's displeasure. But secretly, Pam is also the brains behind a string of attacks against these corporations with a powerful new super-villain named Temblor. Part 1 of 2.

Maximillian Zeus, a millionaire who is also a Greek history fanatic, takes control of Gotham from the sky after losing to Mayor Grange in an election.

The Penguin, Mr. Freeze, and Alfred's old school chum search for a rare umbrella that is the key to a valuable treasure in Gotham Harbor.

Hugo Strange creates a AI database called D.A.V.E. (Digitally Advanced Villain Emulator), encoded with the minds of Gotham's greatest criminals, in order to better predict their crimes. However, DAVE breaks free and proclaims himself to be "Gotham's ultimate criminal mastermind".
